Anti-trans laws are on the rise. Here’s a look at where — and what kind.

From bans on gender affirming care (click for article tables etc) to restrictions on names changes, state lawmakers across the country have introduced a slew of anti-trans legislation

For trans Americans, 2022 has been a year filled with fear and uncertainty.

More legislation has been filed to restrict the lives of trans people so far in 2022 than at any other point in the nation’s history, with trans youth being the most frequent target of lawmakers.

There are bills aimed at preventing trans girls and women from playing on female sports teams, laws barring trans youth from using bathrooms and locker rooms that align with their gender identity and restrictions on gender-affirming medical care.

Several governors also have put through their own forms of restrictions.

Earlier this year, Texas Gov. Greg Abbott (R) issued a directive requiring child welfare agents to investigate gender-affirming medical procedures as child abuse — an order that could strip trans children away from their families.

Advocates and families are challenging the directive in court and a federal judge partially blocked it. In September, Virginia Gov. Glenn Youngkin (R) unveiled new guidelines that would make it more difficult for trans youth to change their names and pronouns at school, and that prevent them from using school facilities and participating in youth programs that align with their gender identity.

These measures have put the trans community on edge, said Alyssa MacKenzie, an Orlando-based trans advocate.

“I don’t know how to describe to somebody that isn’t going through it how it feels to have the anxiety of waking up every morning, not knowing whether your state is going to attack your right to exist,” said MacKenzie. “To do all of the things that so many people never ever have to question or think about.”

Logan Casey is a senior policy researcher and adviser with the nonpartisan think tank Movement Advancement Project, which has been tracking anti-LGBTQ policies since 2006.

“It’s not just legislation, but also policies that are often made administratively or judicially or otherwise that can shape everybody’s lives, including trans people,” said Casey.

Many states have also increased protections for trans people: passing refuge bills for those seeking medical care in their states, expanding health-care access and adopting nondiscrimination laws.

It is part of a larger pattern: The kind of health care someone can access and education they receive differs drastically depending on where they live. When it comes to trans rights, large portions of the South and Midwest are passing more restrictions, while states on the West Coast and in the Northeast have shored up protections.

How it started

​The current wave of legislation seeking to restrict the rights of transgender people began around 2016, with North Carolina’s “bathroom bill” being the most high-profile example from that time. But the pace of legislation began to pick up in 2018. That’s when the American Civil Liberties Union began tracking anti-LGBTQ bills, following an increase in such measures after Donald Trump was elected president, said Gillian Branstetter, a communications strategist at the advocacy group.

In 2018, 19 bills were introduced.

Over the next two years, the number of bills filed slowly increased. But 2021 marked a turning point, when a number of states passed bills restricting trans girls from playing on female sports teams. That year, legislators introduced 131 bills across 34 states.

That number rose again in 2022, with 155 such bills introduced by Oct. 13.

The onslaught of legislation has been driven by conservative legislators who argue that these restrictive laws protect the rights of children and families, rather than curtail them. Others have framed them as a religious prerogative.

Alabama Gov. Kay Ivey (R), upon signing a gender-affirming care ban in the state earlier this year, said: “We’re going to go by how God made us: if the Good Lord made you a boy, you’re a boy, and if he made you a girl, you’re a girl. It’s simple.”

Some have political motives. Dave Carney, a senior adviser for Abbott’s reelection campaign, called restrictions of trans youth “a 75, 80 percent winner” for the Texas governor.

Some legislators are also reacting to the U.S. Supreme Court’s 2020 landmark decision in Bostock v. Clayton County, which found that federal law barring employment discrimination on the basis of sex also applies to sexuality and gender identity.

Conservative lawmakers immediately began looking for ways to undermine the Court’s ruling, said Branstetter, citing Sen. Josh Hawley (R-Mo.), who said it “represents the end of the conservative legal movement.”

These efforts have also been intertwined with the movement to restrict reproductive rights, which share many of the same players, she said, such as the Alliance Defending Freedom, a conservative Christian legal advocacy group at the forefront of fighting abortion rights. An Idaho legislator credited the group with helping write a bill to prevent trans girls from playing on girls’ sports teams. In 2021, it was the first such bill passed in the country.

What kind of laws are being passed?

Of the 390 bills introduced in the last four years, only 39 have become law.

Despite the limited success of these bills, advocates say the ones enacted have had a far-reaching effect on the lives of trans people, as has the broader debate over trans rights. The most consequential of these bills include sports, education and ID restrictions, as well as religious exemption laws and health-care bans.

Sports bills: Since Idaho passed its trans youth sports ban in 2021, 18 states have adopted such laws.

Most were specifically written to “protect women in sports,” but some also restrict trans masculine youth from playing on male sports teams as well.

Earlier this year, Utah Gov. Spencer Cox (R) vetoed a sports ban, citing the potential mental health impacts on trans youth, on top of “fundamental flaws” in the legislation. Despite the extensive attention the issue received, there were few trans student-athletes in the state to begin with, he said.

“Four kids and only one of them playing girls sports. That’s what this is all about,” Cox wrote in a statement explaining his veto. “Four kids who are just trying to find some friends and feel like they are part of something.”

The state legislature voted to override his veto.

Educational restrictions: Increasingly, K-12 schools have become a central battleground over LGBTQ rights, with lawmakers proposing new restrictions that have a disproportionate impact on trans people.

Among them is Florida’s Parental Rights in Education Law, referred to by its critics as the “don’t say gay” law. The law bars discussion of sexuality and gender from kindergarten through the third grade, and restricts instruction that is not “developmentally” or “age-appropriate” through 12th grade.

Under the law, parents have broad powers to sue schools or school districts they believe are not complying. It also requires teachers to inform parents if they believe their child is transgender, which could force kids to out themselves to unsupportive families, advocates say.

An explosion of culture-war laws is changing schools. Here’s how.

ID restrictions: Some states have moved to restrict trans and nonbinary people from aligning or correcting identification documents. In a first-of-its kind law passed this year, Oklahoma banned nonbinary gender markers from appearing on birth certificates.

Other laws, like one in Tennessee, prevent trans people from changing the gender on their birth certificates, which they may need to get other forms of ID.

Kayla Gore, a Black trans woman who is challenging Tennessee’s law, told the Tennessean in 2019 that having inaccurate identification left her open to “deeply personal and invasive questions” when she applies for new jobs or seeks higher education opportunities.

“Not having documents that fully support who I am, a Black woman, puts me in more danger. It also puts me in situations where my economic status is at risk,” she said.

Religious exemptions: Some states have also passed “religious liberty” laws in recent years, which give people and organizations the right to refuse goods, services or employment to LGBTQ people on religious grounds.

Lawmakers who have supported these bills say they build upon First Amendment protections. But civil rights advocates say these laws empower religious discrimination against LGBTQ people.

Branstetter, of the ACLU, said in practice, these laws allow groups and businesses to deny queer and trans people employment, medical treatments, the ability to adopt children or other services. One 2016 Mississippi law even stipulated which kinds of religious beliefs or “moral convictions” were protected, including that a marriage only should be recognized if it is between a man and a woman, and that gender is determined by someone’s “immutable biological sex.”

Health-care restrictions: For trans rights supporters, among the most alarming types of laws to gain ground in the last two years are gender-affirming care restrictions for trans youth.

These bills criminalize doctors who provide this highly individualized form of health care, which can include medical interventions such as puberty blockers and hormone therapy. They could also punish parents for supporting their kids as they seek treatment.

Only three states have passed these bans: Arkansas, Alabama and Arizona. As of October 2022, Arkansas and Alabama’s laws were temporarily blocked as they are challenged in court (Arizona’s doesn’t go into effect until next year). States have also pressured hospitals and clinics that provide gender-affirming care to shutter or stop offering those treatments for trans people, both behind the scenes and through legislation threatening to withhold funding.

“Of all the things I’ve done in my life, I’ve never thought getting health care for my kid was going to make me an outlaw,” Jeff Walker, a Birmingham resident whose daughter is trans, told The Washington Post earlier this year.

Where trans protections are being strengthenedTrans advocates say it’s important to note that the majority of the anti-LGBTQ bills have not passed. According to Casey of the Movement Advancement Project, despite the surge of restrictions on trans rights in some states, there has also been “a clear growth in protective policies” in others.

Some states, like Connecticut, have created “refuge” laws that protect trans people who come from places where gender-affirming care is banned and are seeking those services in that state. Others, like Colorado, Washington and Hawaii, have passed laws that explicitly require insurance carriers to cover gender-affirming care procedures such as laser hair removal and voice therapy. Still more, like Virginia and New York, have anti-discrimination laws that protect trans people from bias in housing, employment and accessing public services.

But to help ensure their safety, trans advocates say they would like to see their political allies become more vocal in championing trans rights, even in states where protections may not pass.

“If we are going to be a priority for our enemies, we absolutely must be a priority for our friends,” Branstetter said.

Where it’s safe

​The onslaught of anti-trans legislation has led families to question where they can be safe.

For Ana, the mom of a trans preteen in Houston, the last year has left her family in a constant state of anxiety and paranoia. (Because of safety concerns, Ana spoke to The Post on the condition only her nickname be used.) Except for her family and a couple school administrators, no one in their community knows Ana’s daughter is trans.

Following Abbott’s child abuse directive, “there’s no guarantee of safety in many regards,” said Ana. “We could be physically unsafe. We could be medically unsafe because we can’t access care. Or we can be psychologically unsafe because we’re mistreated.”

They hired a lawyer and carry a little card with his number everywhere they go. Ana feels at the mercy of everyone her family encounters. Threats are everywhere: Could her daughter’s dentist report her? Her teachers? What if they are traveling and her daughter has an accident that requires medical attention — could she trust those doctors?

They’re set to move to a state on the East Coast next year in hopes of escaping some of their fears. “We were doing risk calculations every day and it was just getting too tiring,” said Ana. “So we decided to move.”

Erin Reed, a trans activist and legislative researcher, has developed tools to help families assess their safety. Reed, who tracks anti-trans bills and court decisions for her 74,000 Twitter followers, recently created a map to help people determine which states are most likely to pass anti-trans legislation.

“I was getting so many questions every day, like, ‘Hey, what about my state? Is my state going in a bad direction or a good direction?’” said Reed. “One of the biggest questions that I’m always asked is, ‘If I move, who’s to say that I won’t face the same issue?’”

The map hasn’t only helped trans people and their families, said Reed.

“It’s [also] for cis people who had no idea [of] the state of anti-trans legislation,” she said. “Seeing how many states are unsafe right now, I feel it is leading people to say: ‘Oh wow, things are worse than I thought they were.’”

But assessing safety isn’t as simple as tracking what LGBTQ-centric policies states are enacting, Casey noted. Other factors — such as a person’s race, immigration status, or proximity to loved ones — must also be considered.

“One of the reasons that the policy landscape is so incredibly important to transgender people and our experiences is because transgender people are remarkably unsafe every day,” said Casey, and that vulnerability has gotten worse in recent years.

Suicidality Among Transgender Youth: Elucidating the Role of Interpersonal Risk Factors

Abstract

​Data indicate that 82% of transgender individuals have considered killing themselves and 40% have attempted suicide, with suicidality highest among transgender youth. Using minority stress theory and the interpersonal theory of suicide, this study aims to better understand suicide risk among transgender youth. The present study examines the influence of intervenable risk factors: interpersonal and environmental microaggressions, internalized self-stigma, and adverse childhood experiences (ACEs), and protective factors: school belonging, family support, and peer support on both lifetime suicide attempts and past 6-month suicidality in a sample of transgender youth (n = 372). SPSS 22 was utilized to examine the impact of the independent variables on both suicidality and lifetime suicide attempt through two separate logistic regressions.

Fifty six percent of youth reported a previous suicide attempt and 86% reported suicidality. Logistic regressions indicated that models for both lifetime suicide attempts and suicidality were significant. Interpersonal microaggressions, made a unique, statistically significant contribution to lifetime suicide attempts and emotional neglect by family approached significance.

​School belonging, emotional neglect by family, and internalized self-stigma made a unique, statistically significant contribution to past 6-month suicidality. Results have significant practice and policy implications. Findings offer guidance for practitioners working with parents and caregivers of trans youth, as well as, for the creation of practices which foster interpersonal belonging for transgender youth.

History of violence against LGBT people in the United States

​The history of violence against LGBT people in the United States is made up of assaults on gay men, lesbians, bisexuals, and transgender individuals (LGBT), legal responses to such violence, and hate crimestatistics in the United States of America.[1] Those targeted by such violence are believed to violate heteronormative rules and contravene perceived protocols of gender and sexual roles. People who are perceived to be LGBT may also be targeted. Violence can also occur between couples who are of the same sex, with statistics showing that violence among female same-sex couples is more common than among couples of the opposite sex, although male same-sex violence is less common.[2]

Extensive violence has been directed against the LGBT community for decades. Since the 1969 Stonewall riotagainst one of the many police raids on gay bars altered the goal of LGBT rights activists from assimilation to acceptance, there have been many more reports and instances of violence against LGBT people in the United States.

Dozens of transgender and gender-nonconforming individuals are murdered every year in the US, and the murder of black transgender women is especially prevalent.[3] 

Transgender

​A transgender person (often abbreviated to trans person) is someone whose gender identity or gender expression does not correspond with their sex assigned at birth.[1][2] Many transgender people experience dysphoria, which they seek to alleviate through transitioning,[3] often adopting a different name and set of pronouns in the process. Additionally, they may undergo sex reassignment therapies such as hormone therapy and sex reassignment surgery to more closely align their primary and secondary sex characteristicswith their gender identity. Not all transgender people desire these treatments, however, and others may be unable to access them for financial or medical reasons.[3][4] Those who do desire to medically transition to another sex may identify as transsexual.[5][6]

Transgender is an umbrella term. In addition to trans men and trans women, it may also include people who are non-binary or genderqueer.[7][8][9] Other definitions of transgender also include people who belong to a third gender, or else conceptualize transgender people as a third gender,[10][11] and the term may be defined very broadly to include cross-dressers.[12]

Gender identity is distinct from sexual orientation,[13] and transgender people may be of any sexual orientation. The opposite of transgender is cisgender, which describes people whose gender identity matches their assigned sex.[14]

Statistics on the number of transgender people vary widely,[15] in part due to differing definitions of transgender.[16] Some countries, such as Canada, collect census data on transgender people.[17]Transgender identity is generally found in less than 1% of the worldwide population, with figures ranging from <0.1% to 0.6%.[18][19][20]

Many transgender people face discrimination in the workplace,[21] in accessing public accommodations,[22]and in healthcare.[23] In many places, they are not legally protected from discrimination.[24] PURE SATANIC EVIL!

23 Jesus said to the crowds and to his disciples:
2 The Pharisees and the teachers of the Law are experts in the Law of Moses. 

​3 So obey everything they teach you, but don't do as they do. After all, they say one thing and do something else.

4 They pile heavy burdens on people's shoulders and won't lift a finger to help. 5  Everything they do is just to show off in front of others. They even make a big show of wearing Scripture verses on their foreheads and arms, and they wear big tassels[a] for everyone to see. 6 They love the best seats at banquets and the front seats in the synagogues. 7 And when they are in the market, they like to have people greet them as their teachers.

8 But none of you should be called a teacher. You have only one teacher, and all of you are like brothers and sisters. 9 Don't call anyone on earth your father. All of you have the same Father in heaven. 10 None of you should be called the leader. The Messiah is your only leader. 11  Whoever is the greatest should be the servant of the others. 12  If you put yourself above others, you will be put down. But if you humble yourself, you will be honored.

13-14 You Pharisees and teachers of the Law of Moses are in for trouble! You're nothing but show-offs. You lock people out of the kingdom of heaven. You won't go in yourselves, and you keep others from going in.[b]

15 You Pharisees and teachers of the Law of Moses are in for trouble! You're nothing but show-offs. You travel over land and sea to win one follower. And when you have done so, you make that person twice as fit for hell as you are.

16 You are in for trouble! You are supposed to lead others, but you are blind. You teach that it doesn't matter if a person swears by the temple. But you say it does matter if someone swears by the gold in the temple. 17 You blind fools! Which is greater, the gold or the temple that makes the gold sacred?

18 You also teach that it doesn't matter if a person swears by the altar. But you say it does matter if someone swears by the gift on the altar. 19 Are you blind? Which is more important, the gift or the altar that makes the gift sacred? 20 Anyone who swears by the altar also swears by everything on it. 21 And anyone who swears by the temple also swears by God, who lives there. 22  To swear by heaven is the same as swearing by God's throne and by the one who sits on that throne.

23  You Pharisees and teachers are show-offs, and you're in for trouble! You give God a tenth of the spices from your garden, such as mint, dill, and cumin.

Yet you neglect the more important matters of the Law, such as justice, mercy, and faithfulness. These are the important things you should have done, though you should not have left the others undone either. 24 You blind leaders! You strain out a small fly but swallow a camel.

25 You Pharisees and teachers are show-offs, and you're in for trouble! You wash the outside of your cups and dishes, while inside there is nothing but greed and selfishness. 26 You blind Pharisee! First clean the inside of a cup, and then the outside will also be clean.

27  You Pharisees and teachers are in for trouble! You're nothing but show-offs. You're like tombs that have been whitewashed.[c] On the outside they are beautiful, but inside they are full of bones and filth. 28 That's what you are like. Outside you look good, but inside you are evil and only pretend to be good.

29 You Pharisees and teachers are nothing but show-offs, and you're in for trouble! You build monuments for the prophets and decorate the tombs of good people. 30 And you claim you would not have taken part with your ancestors in killing the prophets. 31 But you prove you really are the relatives of the ones who killed the prophets. 32 So keep on doing everything they did. 33  You are nothing but snakes and the children of snakes! How can you escape going to hell?

34 I will send to you prophets and wise people and experts in the Law of Moses. You will kill them or nail them to a cross or beat them in your synagogues or chase them from town to town. 35  That's why you will be held guilty for the murder of every good person, beginning with the good man Abel. This also includes Barachiah's son Zechariah,[d] the man you murdered between the temple and the altar. 36 I can promise that you people living today will be punished for all these things!

Is There Something Unique about the Transgender Brain?

Imaging studies and other research suggest that there is a biological basis for transgender identity

​Some children insist, from the moment they can speak, that they are not the gender indicated by their biological sex. So where does this knowledge reside? And is it possible to discern a genetic or anatomical basis for transgender identity? Exploration of these questions is relatively new, but there is a bit of evidence for a genetic basis. Identical twins are somewhat more likely than fraternal twins to both be trans.

Male and female brains are, on average, slightly different in structure, although there is tremendous individual variability. Several studies have looked for signs that transgender people have brains more similar to their experienced gender.

Spanish investigators—led by psychobiologist Antonio Guillamon of the National Distance Education University in Madrid and neuropsychologist Carme Junqué Plaja of the University of Barcelona—used MRI to examine the brains of 24 female-to-males and 18 male-to-females—both before and after treatment with cross-sex hormones.

Their results, published in 2013, showed that even before treatment the brain structures of the trans people were more similar in some respects to the brains of their experienced gender than those of their natal gender. For example, the female-to-male subjects had relatively thin subcortical areas (these areas tend to be thinner in men than in women). Male-to-female subjects tended to have thinner cortical regions in the right hemisphere, which is characteristic of a female brain. (Such differences became more pronounced after treatment.)

“Trans people have brains that are different from males and females, a unique kind of brain,” Guillamon says. “It is simplistic to say that a female-to-male transgender person is a female trapped in a male body. It's not because they have a male brain but a transsexual brain.” Of course, behavior and experience shape brain anatomy, so it is impossible to say if these subtle differences are inborn.

Other investigators have looked at sex differences through brain functioning. In a study published in 2014, psychologist Sarah M. Burke of VU University Medical Center in Amsterdam and biologist Julie Bakker of the Netherlands Institute for Neuroscience used functional MRI to examine how 39 prepubertal and 41 adolescent boys and girls with gender dysphoria responded to androstadienone, an odorous steroid with pheromonelike properties that is known to cause a different response in the hypothalamus of men versus women. They found that the adolescent boys and girls with gender dysphoria responded much like peers of their experienced gender. The results were less clear with the prepubertal children.

​This kind of study is important, says Baudewijntje Kreukels, an expert on gender dysphoria at VU University Medical Center, “because sex differences in responding to odors cannot be influenced by training or environment.” The same can be said of another 2014 experiment by Burke and her colleagues. They measured the responses of boys and girls with gender dysphoria to echolike sounds produced by the inner ear in response to a clicking noise. Boys with gender dysphoria responded more like typical females, who have a stronger response to these sounds. But girls with gender dysphoria also responded like typical females.

Overall the weight of these studies and others points strongly toward a biological basis for gender dysphoria. But given the variety of transgender people and the variation in the brains of men and women generally, it will be a long time, if ever, before a doctor can do a brain scan on a child and say, “Yes, this child is trans.”

Fatal Violence Against the Transgender and Gender Non-Conforming Community in 2022

Sadly, 2022 has already seen at least 37 transgender people fatally shot or killed by other violent means. We say “at least” because too often these stories go unreported — or misreported. In previous years, the majority of these people were Black and Latinx transgender women.

In 2021, the Human Rights Campaign tracked a record number of violent fatal incidents against transgender and gender non-conforming people — with 50 fatalities tracked.

These victims, like all of us, are loving partners, parents, family members, friends and community members. They worked, went to school and attended houses of worship. They were real people — people who did not deserve to have their lives taken from them.

As HRC continues to work toward justice and equality for transgender and gender non-conforming people, we mourn those we have lost in 2022:

HRC works to shed light on this epidemic of violence in order to ensure victims’ lives are remembered with dignity, and to work to end the stigma that so many trans and gender non-conforming people face. HRC confirms these cases working with local advocates, the media and sometimes law enforcement. In doing this work, there are some cases that surface that are unclear -- where victims may have died by other means than violent acts by another individual. In these cases, HRC works to monitor developments closely and calls for further investigation into the causes and circumstances surrounding their deaths. These victims were killed by acquaintances, partners or strangers, some of whom have been arrested and charged, while others have yet to be identified. Some of these cases involve clear anti-transgender bias. In others, the victim’s transgender or gender non-conforming status may have put them at risk in other ways, such as forcing them into unemployment, poverty, homelessness and/or survival sex work.
While the details of these cases differ, it is clear that fatal violence disproportionately affects transgender women of color -- particularly Black transgender women -- and that the intersections of racism, sexism, homophobia, biphobia, transphobia and unchecked access to guns conspire to deprive them of employment, housing, healthcare and other necessities.

HRC Foundation’s “Dismantling a Culture of Violence” report demonstrates how anti-transgender stigma, denial of opportunity and increased risk factors compound to create a culture of violence -- and provides clear ways that each of us can directly make an impact to make our society a safer place for transgender and gender non-conforming people.

As is too often the case in the reporting of violence against transgender and gender non-conforming people, many of these victims are misgendered in local police statements and media reports, which can delay our awareness of deadly incidents. In the pursuit of greater accuracy and respect for transgender and gender non-conforming people in both life and death, HRC offers guidelines for journalists and others who report on these communities.

HRC has been tracking reports of fatal anti-transgender violence for the past several years. Previous reports can be found: 2021, 2020, 2019, 2018, 2017, 2016, 2015.

HRC also monitors additional cases which surface that are unclear -- where victims may have died by other means than violent acts by another individual or suspicious circumstances.

The Catholic Church has a long history of child sexual abuse and coverups

The Vatican is showing signs of making progress in its halting attempts to address the clerical sexual abuse scandal that has cast a shadow over the Roman Catholic Church for more than two decades. On Saturday, the Vatican announced the defrocking of former cardinal Theodore McCarrick, the former archbishop of Washington, for sexually abusing minors and adult seminarians. McCarrick was expelled from the priesthood just days before leaders of Catholic bishops’ conferences around the world meet Feb. 21-24 at the Vatican for an unprecedented summit on sexual abuse.

Such a reckoning is long overdue, but treating the church’s culture of abuse and coverup as a historical aberration, as a terrible chapter of the modern era, would be a mistake. Today’s headlines about priestly abuse carry strong echoes of the past, suggesting a historical pattern that must also be confronted if the Vatican is serious about restoring trust, increasing accountability and eliminating the stain of sexual abuse.

I became aware of this history after the Vatican’s archives of the Inquisition were opened to lay researchers, for the first time, in 1998. The Inquisition had been renamed the Sacred Congregation for the Doctrine of the Faith in 1965 in a Vatican attempt to distance the institution from its past reputation as a brutal enforcer of orthodoxy.

Officially, as a doctoral student, I was studying how the 17th-century pedagogical innovations by an order of priests called the Pious Schools formed part of the Counter-Reformation response to Protestantism. Unofficially, I was trying to find out why the order, founded by a Spanish priest named Joseph Calasanz, had been suppressed in 1646, just over 20 years after its establishment, a rare fate for a religious order.

Historians who had addressed the suppression — nearly all of them Piarist Fathers, as members of the order were known — said that the Pious Schools had been shut down as punishment for the order’s close association with the astronomer Galileo, who had been convicted of heresy by the Inquisition in 1633. But after spending several years in the archives researching the priests’ educational methods, I came to suspect that the order’s suppression owed more to the sexual activities of some of the priests with their pupils than to their scientific iconoclasm.

Calasanz opened his first school, dedicated to providing a free education to boys from poor families, in Rome in 1597. More schools soon followed. In 1629, the first accusations of child abuse were made by fellow priests; according to contemporary letters and documents, there were “impure friendships with schoolboys” and “many accusations of impurity and ill-reknown.” One Piarist priest, Father Stefano Cherubini, was a particular focus of the accusations.

Calasanz wrote to the administrator of a nearby school, whom he had sent to investigate Cherubini: “I want you to know that Your Reverence’s sole aim is to cover up this great shame in order that it does not come to the notice of our superiors.”

Cherubini was swiftly promoted by Calasanz, first to rector (the equivalent of headmaster) and then to visitor general (an inspector). Soon, more priestly abusers were discovered, promoted and moved to new schools, in a policy known as promoveatur ut amoveatur, or promotion for avoidance. The rules of the Pious Schools were unequivocal about the sin involved, but in each case Calasanz’s first priority was protecting reputations: the order’s and the perpetrator’s.

In 1643, Cherubini, by now a known sexual abuser of children, replaced Calasanz, appointed on behalf of and with the knowledge of the papacy, as head of this respected religious order, whose sole mission was to teach young boys. Now headed by a priest with a sordid reputation, the Pious Schools also began to suffer from bureaucratic incompetence, over-expansion and loss of patronage, and within a few years of Cherubini’s appointment, the order was suppressed. But in the late 17th century, the order of the Pious Schools was allowed to reestablish itself. Famous pupils included Francisco Goya, Wolfgang Amadeus Mozart, Franz Schubert and Victor Hugo.

Calasanz was canonized in 1767, and in 1948, Pope Pius XII named him “Universal Patron of all the Christian popular schools in the world.” There is of course an unmissable, grim irony in the elevation of someone who was complicit in the sexual abuse of children as the patron saint of Catholic education.

How many other episodes like that of the Pious Schools are interred in the Inquisition and Vatican archives? The Roman Catholic Church, dragged by journalists and victims into confronting the modern plague of clerical sexual abuse, may make headway in this effort with the Vatican conference beginning Thursday. The gathering’s main themes will be responsibility, accountability and transparency. Taking a similar approach to the church’s history might shed light on the current crisis and on the path to renewal.

The scale of the Catholic Church’s criminality still shocks

THE CATHOLIC CHURCH’S decades-long practice of enabling and systematically covering up the rape and molestation of children by priests is by now sickeningly familiar. Yet the scale of abuse; the breadth and depth of trauma inflicted by predators wearing Roman collars; and the coldbloodedness of senior church figures zealous in their resolve to protect the church but indifferent to the suffering of minors, retain their power to shock the conscience.

Sign up for a weekly roundup of thought-provoking ideas and debatesSo it was Tuesday when Pennsylvania’s Supreme Court released a massive report on decades of alleged abuse in six of the state’s eight dioceses, where nearly 2 million Catholics live today. The report, the culmination of a two-year grand jury investigation supervised by the state attorney general’s office, lays out what amounts to a criminal conspiracy, breathtaking in its scope, reaching from parishes and parochial schools to the Vatican.

The report names some 300 accused predator priests, who allegedly abused at least 1,000 victims. The jurors noted they stuck to cases that were documented and provable; they said the real number, both of priests and victims, is likely much higher. Yet even as the findings were published, the coverup continues: The report is heavily redacted, owing to ongoing litigation by unidentified clergymen and others seeking to block publication of certain names. That, Attorney General Josh Shapiro noted, is a coverup of a decades-long coverup.

The conspiracy — as in Boston and practically every major city in the United States and many overseas — involved bishops, archbishops and even cardinals. Among those named in the report is Cardinal Donald W. Wuerl, archbishop of Washington who was bishop of Pittsburgh for 18 years, until 2006. Mr. Wuerl vowed zero tolerance for predator priests following the Boston Globe’s revelations, in 2002, of widespread abuse and coverups. Yet the Pennsylvania report documents several cases in which Mr. Wuerl seems more interested in protecting than in fully exposing clergymen who had molested children.

Even as apologists for the Vatican and the clergy continue peddling the myth that the Catholic Church’s pedophile scandals simply reflect society’s problems, the weight of evidence is overwhelming proof to the contrary. Thousands of American priests weaponized faith, as Mr. Shapiro said, taking advantage of their status and access to children to prey on them. They left uncountable thousands of victims in their wake.

Pope Francis lately has made some positive moves, including accepting the resignations of bishops in Chile and removing Cardinal Theodore McCarrick, the former archbishop of Washington, following allegations of abuse. But the pope has proved unwilling and possibly unable to take the sweeping steps required to implement a genuine zero-tolerance policy. In the United States, the church continues to block legislative reforms in state capitals that would allow victims and prosecutors to seek justice for abuse that occurred decades ago. Despite the massive landscape of sexual assaults painted by the grand jury, it produced criminal charges against just two priests — both because many of the accused predator priests are already dead and because most of the allegations are too old to prosecute under state law.

The Pennsylvania report is the most comprehensive X-ray to date of the church’s corruption in one state. It should not be the last. Even after more than 15 years of revelations, there is more to know — and much more to fix.
